STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Chris Heineman, City Administrator <br />Heidi Heller, City Clerk/HR Manager <br />DATE:June 12, 2024 <br />RE:Consider Rental of Property at 2828 Condit Street <br />ACTION TO BE CONSIDERED <br />Consider a long-term rental of the single-family home at 2828 Condit Street. <br />BACKGROUND <br />The city purchased the large property at 2828 Condit Street in April 2024 in preparation for <br />future redevelopment of this site, along with several adjacent properties that the city has been <br />assembling for many years. The previous owner had long planned for the city to purchase the <br />property and contacted staff in 2023 to indicate they were ready to sell. <br />The home is in good condition, and since it will likely be at least two or more years before <br />any potential redevelopment would occur, staff would like to consider renting the home. This <br />would allow the city to bring in some revenue, along with not leaving the home vacant to <br />potentially attract problems. Staff recommends a long-term (month-to-month) rental instead <br />of using it for temporary short-term rentals that could leave the property vacant for periods of <br />time and make it more difficult for city staff to manage. <br />If the Council is supportive of renting the home, a lease agreement would be drafted and brought to the <br />Council for approval. Background checks would be done on any potential tenants. City staff is <br />recommending the following basic lease terms: <br />Security deposit of first and last month's rent <br />$1,500 per month rent to qualified tenant <br />Tennant responsible for all public and private utilities <br />City staff responsible for mowing and plowing of the driveway to the garage/parking area <br />RECOMMENDATION <br />Staff recommends the Council discuss and provide staff with further direction on rental of the city- <br />owned property at 2828 Condit Street.
