<br />2 <br /> <br />The land acquisition and federal grant requirements make this project more complex than a typical street <br />reconstruction project. Bolton & Menk’s proposal outlines a team and schedule that staff is confident can <br />deliver the project. The proposal was also distributed to Ramsey County staff for review and comment as <br />the costs borne by the City will ultimately be partially reimbursed by Ramsey County in accordance with <br />its cost participation policy. The ratio of cost sharing will be calculated when a cooperative agreement is <br />executed this fall. A copy of the current Memorandum of Understanding (MOU) between the City and <br />County is attached for reference. <br /> <br />The proposed project delivery contract falls into the $3.5M of non-construction, non-grant-funded <br />components of the project that the City and County are cost sharing. The project has already secured $7M <br />in funding towards construction. A FY 2025 Congressionally Directed Funding Request has been <br />submitted to Senator Klobuchar, Congresswoman McCollum, and Senator Smith for additional federal <br />funding towards the non-construction components of the project. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends authorizing the Proposal for Professional Services with Bolton & Menk for the 2026 <br />Little Canada Road Improvements Project.
