Little Canada Road Improvements | City of Little Canada 9 <br />appraiser provides a professional opinion regarding <br />the financial worth of the property being acquired. <br />The appraisals are then reviewed by a third-party <br />appraiser reviewer, Kelly Lindstrom. Legal services <br />are not included in this proposal and should be <br />contracted separately between the City and City <br />Attorney. <br />We will ensure that all easements are recorded with <br />the County prior to recommending final payments. <br />Task 12 – Project Funding Pursuits <br />Bolton and Menk’s funding team will continue to <br />support the City and County to secure funding for this <br />project. To date, approximately $7M has been <br />secured and will fund a majority if not all of the <br />planned improvements. Approximately $3.5M in <br />indirect costs are not currently funded by outside <br />grants and would be split by the City and County in <br />accordance with the County’s cost participation <br />policy. The project team intends to make the <br />following funding pursuits in order fund the <br />remaining project costs. <br />• Congressionally Directed Funding Requests <br />(federal earmarks) <br />• Minnesota 2025 Legislative Sessions Request <br />(Bonding Bill) <br />• MnDOT Local Partnership Program (LPP) <br /> <br />The City has other ongoing efforts to seek funding for <br />a possible grade-separated pedestrian crossing of <br />Interstate 35E. Funding pursuits specific to this effort <br />will be handled in separate contracts in order to <br />maintain clear and concise boundaries between the <br />City and County and their associated cost participation <br />on this project. <br />Task 13 – Bidding Services <br />Upon completion of final design, Bolton & Menk will <br />facilitate public bidding of the project. This includes <br />legal bidding notifications, hosting the project on <br />QuestCDN, managing all questions that arise from <br />bidders, and issuing addenda or plan changes when <br />necessary. The culmination of this process will include <br />the virtual bid opening, analysis of bids, and an award <br />recommendation letter. <br />Task 14 – Design & Delivery Contingency <br />As noted previously in the proposal, certain scope-related <br />elements of the project are not fully known at this time. <br />This task allows for a modest buffer to the overall project <br />budget so that new scope elements can be absorbed <br />without delaying the project. This task would only be <br />utilized with consent from both the City and County’s <br />project staff assigned to the project (City’s Public Works <br />Director and County’s Deputy Director of Public Works). <br /> <br />
