<br />Submitted by Bolton & Menk, Inc. Little Canada Road Improvements | City of Little Canada 8 <br />performed from existing drone footage that was <br />collected during the concepting phase of the project. <br />Additionally, we have included time and scope to <br />produce a project animation that builds from the <br />project rendering but then also shows how the <br />improvements will manage traffic and pedestrian <br />movements. These are excellent tools and help build <br />support for the improvements. <br />Engagement Summaries <br />Engagement summaries are a great way to formally <br />document the engagement efforts that were <br />performed and the feedback that was received. For <br />this project, engagement summaries would be <br />provided after key engagement milestones (open <br />houses, pop-ups, etc.). Engagement summaries are <br />also a great tool in future grant applications, if <br />needed. <br />Task 10 – Geotechnical Investigation <br />Geotechnical Evaluation <br />Bolton and Menk intends to utilize its subconsultant, <br />Braun Intertec, to complete the necessary <br />geotechnical investigation for this project. Their <br />scope of work includes drilling, soil testing, pavement <br />coring, and hand auguring to understand the existing <br />soils and pavement structures within the project <br />area. The results of the field testing will influence the <br />project design. Where suitable, existing pavement <br />sections will be recycled and reused on the project. <br />Bolton & Menk staff will coordinate, guide, review, <br />and apply the geotechnical recommendations in the <br />project design. <br />Task 11 – Right-of-Way Acquisition <br />Work under this task includes all services necessary, <br />except legal, to successfully acquire the needed <br />easements for the project. <br />Title Commitments <br />The project team will utilize formal Title <br />Commitments provided by Land Title to understand <br />existing ownership and encumbrances to the affected <br />properties. Liens, mortgages, access agreements, and <br />easements are a few of the encumbrances that we <br />look for during our review of the title commitments. <br />The legal descriptions are also used as the basis for <br />the parcel sketches that are in turn used to establish <br />easement areas. <br />Parcel Sketches, Legal Descriptions, Easement Staking <br />Upon completion of the preliminary design and once <br />all proposed easement areas are finalized, Bolton & <br />Menk’s Registered Land Surveyor will prepare parcel <br />sketches and legal descriptions for each easement on <br />the project. These easements are then staked in the <br />field for viewing by the property owner and appraiser. <br />We have assumed 15 properties for this effort. <br />Acquisition and Negotiation Support <br />Henning Professional Services is our subconsultant <br />responsible for coordinating ongoing acquisition <br />communications and negotiations with the affected <br />property owners. This team will be led by Sonya <br />Henning who has over 20 years of experience helping <br />agencies navigate right-of-way acquisition for road <br />construction projects. She will ensure that the process <br />meets all state and federal requirements and will help <br />certify a right-of-way certificate that will eventually be <br />submitted to MnDOT prior to construction. Subtasks <br />include: <br />• Project management <br />• Early notification letters and information <br />packet <br />• Onsite meetings <br />• Oversee and coordinate appraisals and review <br />appraisals <br />• Convey technical questions between property <br />owners and the design team <br />• Prepare and deliver offers <br />• Negotiate with owners under the direction of <br />City and County staff <br />• Draft and deliver administrative settlements <br />• Obtain signed documents for execution and <br />recording by the City <br />• Draft and submit pay requests to the affected <br />owners <br />• Coordination with the City Attorney as needed <br />• Coordination with MnDOT and final delivery of <br />the required right-of-way certificate <br />Sonya’s team also includes a certified real estate <br />appraiser, Patchin Messner Valuation Counselors.
