Submitted by Bolton & Menk, Inc. Little Canada Road Improvements | City of Little Canada 8 performed from existing drone footage that was collected during the concepting phase of the project. Additionally, we have included time and scope to produce a project animation that builds from the project rendering but then also shows how the improvements will manage traffic and pedestrian movements. These are excellent tools and help build support for the improvements. Engagement Summaries Engagement summaries are a great way to formally document the engagement efforts that were performed and the feedback that was received. For this project, engagement summaries would be provided after key engagement milestones (open houses, pop-ups, etc.). Engagement summaries are also a great tool in future grant applications, if needed. Task 10 – Geotechnical Investigation Geotechnical Evaluation Bolton and Menk intends to utilize its subconsultant, Braun Intertec, to complete the necessary geotechnical investigation for this project. Their scope of work includes drilling, soil testing, pavement coring, and hand auguring to understand the existing soils and pavement structures within the project area. The results of the field testing will influence the project design. Where suitable, existing pavement sections will be recycled and reused on the project. Bolton & Menk staff will coordinate, guide, review, and apply the geotechnical recommendations in the project design. Task 11 – Right-of-Way Acquisition Work under this task includes all services necessary, except legal, to successfully acquire the needed easements for the project. Title Commitments The project team will utilize formal Title Commitments provided by Land Title to understand existing ownership and encumbrances to the affected properties. Liens, mortgages, access agreements, and easements are a few of the encumbrances that we look for during our review of the title commitments. The legal descriptions are also used as the basis for the parcel sketches that are in turn used to establish easement areas. Parcel Sketches, Legal Descriptions, Easement Staking Upon completion of the preliminary design and once all proposed easement areas are finalized, Bolton & Menk’s Registered Land Surveyor will prepare parcel sketches and legal descriptions for each easement on the project. These easements are then staked in the field for viewing by the property owner and appraiser. We have assumed 15 properties for this effort. Acquisition and Negotiation Support Henning Professional Services is our subconsultant responsible for coordinating ongoing acquisition communications and negotiations with the affected property owners. This team will be led by Sonya Henning who has over 20 years of experience helping agencies navigate right-of-way acquisition for road construction projects. She will ensure that the process meets all state and federal requirements and will help certify a right-of-way certificate that will eventually be submitted to MnDOT prior to construction. Subtasks include: • Project management • Early notification letters and information packet • Onsite meetings • Oversee and coordinate appraisals and review appraisals • Convey technical questions between property owners and the design team • Prepare and deliver offers • Negotiate with owners under the direction of City and County staff • Draft and deliver administrative settlements • Obtain signed documents for execution and recording by the City • Draft and submit pay requests to the affected owners • Coordination with the City Attorney as needed • Coordination with MnDOT and final delivery of the required right-of-way certificate Sonya’s team also includes a certified real estate appraiser, Patchin Messner Valuation Counselors.
