<br /> <br />The City Council reviewed the preliminary plat application for a second time at the City Council <br />meeting on August 24th. At that time, the stormwater management plan for the proposed <br />subdivision had not yet been formally approved by the watershed district. Due to the unique <br />circumstances of this site and the concerns raised by residents, the City Council tabled the <br />preliminary plat application until more information related to stormwater management was <br />available from the Ramsey-Washington Metro Watershed District (RWMWD). <br /> <br />Based on the feedback from the City Council and residents, the developer made several <br />adjustments to the preliminary plat. This included the removal of a majority of the retaining wall <br />along the west side of the site which will reduce the amount of grading and soil correction required. <br />The total lot count was also reduced from 8 to 7, decreasing the overall density of the site. The <br />street grade was also reduced from 8.0% to 7.5% with a 2.5% grade near the intersection with <br />Edgerton Street. The City Council reviewed the revised site plan and proposed variances at the <br />November 30 City Council meeting and voted to deny the request as presented. <br /> <br />In December, city staff met with the City Attorney and the developer to determine the best course <br />of action. Two alternative site plans were presented at the City Council workshop on January 11, <br />2023. A final site plan was brought back for review at the City Council workshop on January 26 <br />and was approved at the February 8, 2023, City Council meeting. A summary of the review and <br />approval process for the Villas of Gervais Lake subdivision is as follows: <br /> <br />APPROVAL TIMELINE <br />• July 14, 2022 – Planning Commission <br />o Reviewed Preliminary Plat and Variance request from the developer <br />o Recommended approval to the City Council <br />• July 27, 2022 – City Council Meeting <br />o Preliminary Plat and Variance – Preliminary Plat Tabled <br />o Requested more information from Ramsey-Washington Watershed District <br />• August 11, 2022 – Planning Commission Meeting <br />o Recommended approval of the Preliminary Plat and Variance to the City Council <br />• August 24, 2022 – City Council Meeting <br />o Preliminary Plat and Variance Tabled until approval of final stormwater <br />management plan is approved by Ramsey-Washington Watershed District <br />• November 30, 2022 – City Council Meeting <br />o Public Hearing on Proposed Preliminary Plat and Variance (lot depth) <br />o Variance request denied by City Council <br />• January 11, 2023 – City Council Workshop <br />o Proposed layout options for site plan changes presented <br />• January 26, 2023 – City Council Workshop <br />o Proposed final site plan presented and recommended for Public Hearing <br />• February 8, 2024 – City Council Meeting <br />o Public Hearing on proposed Preliminary and Final Plat <br />o Preliminary and Final Plat Approved 4-0 <br /> <br />
