<br />NEXT STEPS <br />If the City Council approves the change in ownership of the Development Agreement, the new <br />developer (Hampton Properties VII, LLC) anticipates closing on the purchase of the property in <br />the next two weeks. The NPDES permit managed by the Minnesota Pollution Control Agency <br />and the Ramsey-Washington Metro Area Watershed District stormwater management permit will <br />be transferred to the new owner. The Development Agreement will also be recorded with Ramsey <br />County, and the security requirements, escrow, and associated municipal fees such as park <br />dedication will be paid to the City of Little Canada. If approved, it is anticipated that construction <br />will begin in late July or early August. <br /> <br />RECOMMENDATION <br />Staff recommends City Council Approval of a Motion to Amend the Villas of Gervais Lake <br />Development Agreement to transfer ownership of the subdivision from Sean C. Keatts, owner of <br />Cara Builders to Joel T. Larson, President of Hampton Properties VII, LLC.
