<br />City Hall Summer Hours <br />Over the last few years, staff have internally discussed whether staff would be interested in <br />summer hours. Generally, there was no interest in adjusting hours for the summer due to already- <br />established family schedules. However, as the city works to enhance alternative benefits and <br />address front-office staffing levels, staff is interested in exploring the concept of “summer <br />hours.” <br /> <br />Trend analysis <br />While not specifically outlined as summer only, based on the 2024 report from Mercer, 22% of <br />reported organizations offer a 4-day work week or other consolidated schedule. <br /> <br />Surveyed Community Analysis <br />Seven of the twelve responding communities offer summer hours. Specifically, all seven <br />respondents adjust the Monday-Thursday working house to account for an early closing (no staff <br />working onsite) on Friday. No communities keep summer hours the same and close only for the <br />public on Friday. <br /> <br />Does your municipality have summer hours? <br />Staff Recommendation <br />Staff recommends drafting a policy for City Council consideration to close City Hall to the <br />public at noon on Fridays, with staff working onsite as a test for summer hours. Following a trial <br />period in 2024, staff recommends revisiting summer hours for 2025 with a potential shift in <br />hours for Monday through Thursday to accommodate a “true closure” on Fridays. City Council <br />is asked to discuss and provide direction for the development of policies and procedures around <br />an interim summer hours period for 2024 and additional analysis for 2025. <br /> <br />RECOMMENDATION: <br />Staff requests City Council feedback and direction on the following alternative benefit options: <br />• Minnesota Paid Leave Program <br />• Additional Paid Parental Leave <br />• City Apparel Benefit <br />• Employee Wellness Reimbursement <br />• 8 hours of Paid Volunteer Time <br />• City Hall Summer Hours <br />
