8-Hours of Paid Volunteer Time
As both private and public sectors look to focus on paid time off and work flexibility through
supporting employee work/life balance, paid time off for volunteer work has become a more
widely offered tool to attract and retain talent.

Trend analysis
Based on the 2024 report from Mercer, 49% of reported organizations offer paid time off to
volunteer. This is compared to 45% who offer or plan to offer in the 2023 report.

Surveyed Community Analysis
Twelve communities were asked to respond if they offer paid volunteer time in addition to
standard PTO offerings. Respondents were able to provide yes, no, and no but started to analyze
as an offering, or “other” as a response. Out of twelve communities, one responded as offering
paid volunteer time as a PTO benefit.

Does your municipality offer paid volunteer time (in addition to standard PTO)
While few comparable and neighboring communities offer paid volunteer leave as part of a
larger PTO package, some communities have instituted these types of leave benefits to better
attract and retain their workforce.

City Council Request
Discuss and provide direction around including this type of benefit into PTO offerings for 2025.
This type of benefit would only be available on a use-or-lose basis. If directed to explore, staff
would gather policy examples and draft a personnel policy update for consideration.
