<br />The 2022-2024 contract with the three haulers expires at the end of 2024. Therefore, staff is <br />beginning to review potential options for organized collection in the future, as it is anticipated <br />that the 2% per year price adjustment is unlikely to continue if opting to pursue the two-year <br />extension option through the current agreement. <br /> <br />Single Hauler Benefits <br />Staff is requesting City Council direction on whether staff should pursue issuing a request for <br />proposals for a single hauler. There are several benefits to issuing a request for proposals for a <br />single hauler, including: <br />• Potential economies of scale bidding the entire Little Canada community, which <br />could result in more attractive pricing <br />• Fewer trucks on city roads as a single hauler could strategically plan routes and <br />maintain appropriate staffing levels <br />• Easier management of contract for staff. Currently, staff negotiates with three haulers, <br />with all parties working to agree to the same terms. This typically takes 4-6 months <br />and took over one year in 2016/17. <br />• Streamlined customer service and billing management if kept in-house <br />• Ease for customers to understand who their hauler is, in particular, if customer service <br />and billing management is migrated to the hauler <br /> <br />Single Hauler Community Analysis <br />Staff surveyed communities within the north metro and extended metro utilizing a singular <br />hauler. Communities surveyed utilized varying companies for hauling and were asked a variety <br />of questions, including optional services offered and billing/customer service responsibility. <br />Data was collected from five of the eight surveyed communities outlined in Table 1. <br /> <br /> Table 1: Surveyed communities <br />Blaine Robbinsdale <br />City of Jordan* St. Anthony Village* <br />North St. Paul St. Louis Park <br />Osseo* White Bear Lake <br />* No response received <br /> <br />Single Hauler for both Trash and Recycling <br />80% of respondents stated that they utilized one hauler for organized collection when asked if <br />they utilize one organized hauler for trash and recycling collection. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
