<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Sam Magureanu, Finance Director <br />Heidi Heller, City Clerk/HR Manager <br /> Laura Linehan, Community Relations Manager <br /> <br />DATE: July 10, 2024 <br /> <br />RE: Alternative Compensation and Benefits Analysis <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting City Council policy level feedback and direction regarding several alternative <br />compensation and benefit offerings for consideration as part of the 2025 budget process. <br /> <br />BACKGROUND: <br />Recruitment and retention in a post-pandemic environment can be challenging, and both the <br />public and private sectors must be creative to attract and retain their workforce. Alternative <br />compensation and benefits are a topic of discussion for many public-sector organizations, as <br />private-sector companies have historically utilized extensive alternative benefits in addition to <br />historically higher compensation to maintain their workforce. <br /> <br />The City of Little Canada has been making strides in becoming an employer of choice, and in <br />order to be an attractive workplace for current and future employees we must continue to keep <br />pace with current trends and best practices. The following analysis of alternative compensation <br />and benefits from neighboring communities was completed to provide important background <br />information to enable City Council members to make better policy decisions during the 2025 <br />budget process. <br /> <br />Mercer, a subsidiary of Marsh McLennan, issues an annual health and benefits strategies report <br />that is helpful when health and benefit strategies across the United States. Mercer surveyed over <br />721 organizations from all industries, and produced a report based on 521 organizations with 500 <br />or more employees. Elements of this report will be woven through the analysis for applicable <br />alternative benefit consideration. <br /> <br />City staff surveyed comparable and neighboring communities to determine alternative benefits <br />currently being offered or under consideration for 2025. The communities surveyed include the <br />City of Little Canada’s standard comparable community list and the benchmark communities <br />utilized for the 2022 Compensation Study. In addition, the City of Northfield was added to the <br />list. The list of surveyed communities is outlined in Table 1 provided on the next page. <br />
