<br /> Table 1: Surveyed Communities <br />Arden Hills* North Saint Paul <br />Lake Elmo Northfield <br />Mahtomedi Roseville* <br />Maplewood* Saint Anthony <br />Mendota Heights Shoreview* <br />Mound Vadnais Heights* <br />Benchmark community from 2022 compensation study <br />*Little Canada standard comparable community <br /> <br />Each of the surveyed communities were asked several questions about the following areas of <br />alternative compensation and benefits. <br />• Minnesota Paid Leave Program <br />• Additional Paid Parental Leave <br />• City Apparel Benefit <br />• Employee Wellness Reimbursement <br />• 8 hours of Paid Volunteer Time <br />• City Hall Summer Hours <br /> <br />For each of the benefits listed above, staff has provided a summary of the surveyed community <br />data analysis and, if applicable, a staff recommendation and/or City Council request. <br /> <br />Minnesota Paid Leave Program <br />Becoming the 13th state to launch a statewide paid leave program, Minnesota passed the <br />Minnesota Paid Leave law in the 2023 Legislative Session. Beginning on January 1, 2026, <br />Minnesota’s Paid Leave program will allow financial support and job protection for individuals <br />who need time away from work to care for themselves and their loved ones. Two types of leave, <br />family and medical, qualify under the law for a total of up to 12 weeks for each, for a combined <br />maximum of 20 weeks in a benefit year. Family Leave is defined as leave to care for a family <br />member with a serious health condition or if you’re bonding with a new baby or child in your <br />family. Medical Leave is defined as leave when your own serious health condition prevents you <br />from working. It is important to note that paid leave through the Minnesota Paid Leave Program <br />does not replace an employee’s full salary, but rather a portion that has not yet been fully <br />determined by the state. <br /> <br />As part of the statutory language, employers are required to pay at least half of the premium and <br />may elect to pay more. The current proposed mandatory employer percentage rate is 0.88%. The <br />City of Little Canada currently provides Short-Term Disability (STD) insurance coverage at no <br />cost to all regular full-time and part-time employees who accrue benefits as a supplement to the <br />PTO/ESST program. The intent of the STD program is to bridge the gap between banked PTO <br />or deferred sick time until the 90th day when an employee may qualify for Long Term Disability. <br />Participation is mandatory, and employees are automatically enrolled once they are eligible. <br /> <br />
