1 <br /> <br />RAMSEY COUNTY <br />HOUSING AND REDEVELOPMENT AUTHORITY <br /> <br />CRITICAL CORRIDORS <br />COMMERCIAL CORRIDOR INITIATIVE GRANT <br /> <br />This GRANT AGREEMENT (“Agreement”) is made and entered into this _____ day of <br />_______, 2024, by and between the Ramsey County Housing and Redevelopment Authority, a <br />political subdivision of the State of Minnesota (“Authority”), and the City of Little Canada, a <br />Minnesota municipal corporation (“Grantee”). <br /> <br />RECITALS <br /> <br />1. Authority was created pursuant to Minnesota Statutes §§ 469.001 to 469.017, as amended, and <br />was authorized to transact business and exercise its powers by a resolution of the Ramsey <br />County Board of Commissioners (the “County”). <br /> <br />2. Pursuant to Minnesota Statutes § 469.033, subd. 6, Authority levied a special benefit tax <br />throughout its area of operation and, in order to fulfill the purposes for the levy of some of <br />those levy funds, Authority established the Critical Corridors - Commercial Corridor Initiative <br />Program (“Program”). The purpose of the Program is to improve the tax base and quality of <br />life in Ramsey County by strengthening suburban small business districts through investments <br />in pathways to entrepreneurship for racially and ethnically diverse communities, and by <br />supporting thriving main streets in order to prevent and eliminate blight and encourage <br />construction of affordable housing. <br /> <br />3. The Program accomplishes these objectives by providing funding to grantees with projects <br />engaged in business recruitment activities; establishment of small-business incubators; district- <br />wide marketing, branding, and/or promotion initiatives; design and/or implementation of <br />wayfinding, signage, street furniture, or other public realm enhancements; building façade <br />improvements; technical assistance related to business activities (“Program Activities”). <br /> <br />4. The Program Activities are all activities that Authority could undertake directly pursuant to <br />Minnesota Statutes §§ 469.001 to 469.047. <br /> <br />5. Grantee seeks to invest in design and implementation of wayfinding, signage, street furniture <br />or other public realm enhancements “Project”), which will result in the prevention of blight <br />and preservation of affordable housing. <br /> <br />6. Grantee has submitted an application (“Application”) to fund certain Program Activities that <br />will occur in Ramsey County, in the City of Little Canada, which is within the area as described <br />in Exhibit A (“Project Area”). The Application, which is on file with Authority, further <br />describes the Project and its proposed Program Activities, which are enumerated in Exhibit B <br />(“Project Activities”). <br /> <br />
