MINUTES <br />CITY COUNCIL <br />APRIL 24, 2024 <br />Mayor Fischer acknowledged that input is helpful when considering this item. He referenced the <br />recent updates to the enforcement process and asked if that would need to be further updated. The <br />Code Enforcement Officer/Rental Housing Coordinator explained that this would better clarify the <br />rules and to deal with hoarder houses, rental home properties, and abandoned homes. D. Miller asked <br />if this would provide a renter with more ability to have something addressed by a landlord. The Code <br />Enforcement Officer/Rental Housing Coordinator confirmed that in some cases it would, depending on <br />the problem. <br />The Code Enforcement Officer/Rental Housing Coordinator stated that there are different levels of <br />hoarding, and he has received several calls in the last couple of years. He commented that some of <br />those he refers to public health while others do not rise to that level but still are a concern for safety <br />and in those cases this code would be helpful. <br />T. Miller introduced the following resolution and moved its adoption: <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONGRESSIONALLY DIRECTED FUNDING REQUEST FOR 35E/COUNTRY <br />DRIVE/LITTLE CANADA ROAD INTERCHANGE PROJECT <br />The Public Works Director provided background information on the work the City has been doing to <br />address issues along 35E and different intersections. He provided an overview of the status of grant <br />funds received for different intersection projects and noting there are still gaps in funding. He stated <br />that an opportunity has presented itself to potentially fill those funding gaps through Congressionally <br />Directed Funding and therefore staff recommends applying for the funds for the Little Canada Road <br />and Country Drive intersection improvement project. <br />Mayor Fischer stated that he met with Representative McCollum in February who encouraged the <br />cities to apply for these types of opportunities and keep her informed. He thanked staff for doing the <br />work to move forward, acknowledging that these projects are well beyond the budget of the City. <br />The City Administrator stated that staff will have an update on this project at the May 22nd meeting. <br />Mayor Fischer acknowledged the momentum the City has been able to gain for this project, which <br />should help in potentially gaining additional funds. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />M <br />
