MINUTES <br />CITY COUNCIL <br />APRIL 24, 2024 <br />RESOLUTION NO. 2024-4-49 — APPROVING A MINOR SUBDIVISION OF 3010 <br />VANDERBIE STREET, PARCEL ID NUMBER: 05-29-22-21-0019 <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONSENT AGENDA <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-4-50 APPRO VING THE CONSENT A GENDA WHICH <br />CONTAINS THE FOLLOWING: <br />• Approval of the Vouchers <br />• Accept 1 St Quarter 2024 Financial Report <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />ORDINANCE 896, ADOPTION OF INTERNATIONAL PROPERTY MAINTENANCE CODE <br />The Community Development Director provided background information, noting that this request has <br />previously been considered by the Council but had been deemed unnecessary. She explained that as <br />rental housing and inspections have become more frequent, staff has deemed that adoption of this <br />language would be helpful for enforcement to ensure spaces are safe and inhabitable. She reviewed the <br />benefits of adopting the code language. <br />The Code Enforcement Officer/Rental Housing Coordinator explained that this portion of code would <br />keep homes safe and looking good. He provided an example of when this code would have been <br />helpful for the City to have when dealing with a specific property. He stated that instead, the vacant <br />home sat with open doors for 3.5 weeks which led to undesired activity. <br />Mayor Fischer asked if adoption of this language would come with new and additional standards. The <br />Code Enforcement Officer/Rental Housing Coordinator replied that these would not be new and <br />additional requirements, noting that it more expands upon the existing building code standards for <br />maintenance and nuisance enforcement purposes. <br />The City Administrator referenced two previous nuisance issues the City had to deal with and without <br />this code, the City was struggling to find the proper tool to deal with those situations in a timely <br />manner. He stated that although the City has had rental housing licenses since 2009, there were not <br />rental housing inspections until the Code Enforcement/Rental Housing Coordinator was brought on <br />board. He explained that staff is now seeing the issues that need to be addressed. <br />The Code Enforcement Officer/Rental Housing Coordinator provided more examples where this <br />language would be helpful in dealing with the quality of workmanship for repairs to the rental homes. <br />5 <br />
