MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 229 2024 <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 22nd day of May 2024 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Kwapick, Gutierrez and D. Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Finance Director Sam Magureanu, Public <br />Works Director Bill Dirks, City Engineer Eric Seaburg and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-5-58 — APPR O VING THE MINUTES OF THE MA Y 81 2024 <br />WORKSHOP AND THE MAY 8, 2024 REGULAR MEETINGS AS SUBMITTED <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The City Administrator provided updated dates for the Urban Land Institute Technical Advisory Panel <br />process. <br />Mayor Fischer acknowledged the public works staff as it is National Public Works Week. <br />PUBLIC COMMENT <br />None. <br />PRESENTATION <br />ANNUAL COMPREHENSIVE FINANCIAL REPORT <br />The Finance Director stated that a representative is present from Abdo to present the 2023 audit and <br />Comprehensive Financial Report. <br />Brad Falteysek, Abdo, reported that in the 2023 audit, the City received an unmodified, or clean, <br />opinion with no issues of legal noncompliance. He stated that there was one internal control finding <br />related to segregation of duties, which is a common finding for municipalities of this size. Tyler See, <br />Abdo, provided additional review of the different City funds. <br />Mayor Fischer commented that the City falls below per capita for taxes and asked if that would be <br />problematic. Mr. See commented that he did not see any issues with that as the City has healthy fund <br />
