MINUTES <br />CITY COUNCIL <br />MAY 229 2024 <br />balances. The Finance Director commented that it will take time to build the stormwater utility fund <br />balance, noting that fund balance is an important enterprise fund that he will continue to closely <br />monitor. <br />Mayor Fischer referenced an investment account with higher than a five percent balance and asked if <br />that is a concern. The Finance Director commented at the end of the year there were plans for a large <br />project and because that project was delayed, those funds remained in that account which gains <br />interest. <br />D. Miller commented that the City trended well last year, not over or under spending while still doing <br />good things. Mayor Fischer hoped that this shows that the City is financially responsible, not bringing <br />in more money than needed. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-5-59 — ACCEPT THE 2023 A UDIT AND ANNUAL <br />COMPREHENSIVE FINANCIAL REPORT <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Resolution declared adopted. <br />RENEWAL OF LIQUOR, TOBACCO AND AMUSEMENT LICENSES <br />The City Clerk explained tonight the Council is asked to consider the annual license renewal for liquor, <br />tobacco, and amusement licenses. She stated that these are the same licenses that have been approved, <br />with the exception that there is only one tobacco shop remaining. She stated that she has reviewed the <br />calls for service reports, and they are all satisfactory, noting that the licenses would be approved <br />subject to her receiving the remaining documentation.: <br />Mayor Fischer asked for details on the remaining tobacco shop and sunset included for that license. <br />The City Clerk stated that the allowance for indoor smoking that has been in the Code sunsets and ends <br />Oil <br />
