MINUTES <br />CITY COUNCIL <br />DUNE 249 2024 <br />TEMPORARY WAGON VENDOR LICENSES <br />The City Clerk explained that the City has a wagon vendor license dating back to 1961 and has been <br />almost untouched since that time. She stated that the last few years she has used it for a food truck that <br />parks in one spot in the city. She stated that two additional food trucks have contacted her with interest <br />and noted there are two other food trucks that have not contacted the city as well. She stated that it <br />makes sense now to review the city code to possibly add some additional regulations for food trucks <br />since there are more in the city this year. She commented that staff proposes to create a temporary 2- <br />month wagon vendor license which will allow time for staff to review and update the code. She <br />commented that it would be recommended to have an administrative approval process with the <br />temporary licensing. She stated that she will stay in contact with the vendors as they move through <br />this process. <br />Mayor Fischer asked if there are restrictions on where these trucks could be located. The City Clerk <br />replied that there are not and noted that the main restriction is related to picking up trash. Mayor <br />Fischer agreed that it is time to update the Code and have some restrictions, suggesting perhaps a <br />distance from existing restaurants. D. Miller commented that a new restaurant can open up next to an <br />existing restaurant and asked the thinking in having a distance for food trucks. Mayor Fischer replied <br />that a brick -and -mortar restaurant is paying property taxes. T. Miller commented that the difference is <br />that a restaurant is not parking outside the door of another restaurant. <br />D. Miller asked if the regulation would apply to events such as a graduation party or at a multifamily <br />apartment building. The City Clerk commented that as long as the truck is for a special event, they <br />need to be respectful of others and traffic and do not require a license, but if they come back regularly <br />then they need a license. <br />T. Miller introduced the following resolution and moved its adoption: <br />'TWAIJAWNIf AIM <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />T. Miller commented on the League of Minnesota Cities conference coming up this week. <br />Gutierrez commented that Night to Unite is coming up in August and stated that residents can register <br />their parties with the Ramsey County Sheriff s Department. <br />Mayor Fischer provided an update on recent events he attended including the Juneteenth Celebration at <br />Pioneer Park and a local ribbon cutting. <br />7 <br />
