MINUTES <br />CITY COUNCIL <br />AUGUST 14, 2024 <br />• Authorize Bolton & Menk to Prepare a Grant Application for the Reconnecting <br />Communities Pilot Program and Approve Resolution 2024-8-92 Authorizing Submittal <br />of the Application <br />• Approve a Temporary Liquor License for St. John's Church on September 21, 2024 <br />• Award Bid to Surface Pickleball and Tennis Courts <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CORRECTIVE DRIVEWAY WORK AT 209 RYAN DRIVE <br />The City Engineer explained that staff has been working with the property owner of 209 Ryan Drive <br />on the drainage problem that has occurred in his parking lot after Ryan Drive was reconstructed. He <br />noted that last fall the Council authorized the work to be completed but because of miscommunication <br />between the property owner and contractor, the work was not completed and the City had to go back <br />out for bid. He stated that if the project is awarded tonight, there would be a preconstruction meeting <br />with City staff, the property owner, and contractor onsite next week to ensure that everyone <br />understands the project and agrees to what will be done. <br />T. Miller asked if this would satisfy the property owner. The City Engineer confirmed that he has <br />correspondence with the property owner to that effect. Kwapick stated that he was surprised when the <br />property owner came before the Council at a previous open forum, as he thought the issue had been <br />addressed, but then learned that there had been an issue with the contractor. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-8-W A UTHORIZING THE QUOTE FROM FPI PA VING <br />CONTRACTORS, INC. FOR THE 209 RYAN DRIVE CORRECTIVE DRIVEWAY WORK <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Mayor Fischer thanked staff for straightening that out. <br />APPROVE AGREEMENT FOR CITY ATTORNEY CIVIL SERVICES <br />The City Administrator explained it is best practice for cities to review and go through a request for <br />proposal process (RFP) for contracted services, such as attorney, auditing and engineering. He stated <br />that the existing attorney and law firm would be retained for prosecuting services but after following a <br />request for proposal process for civil city representation, it is recommended to move forward with a <br />change to the law firm of Levander, Gillen, and Miller. He stated that at the recommendation of the <br />Council, staff worked to draft the agreement, and if approved, he would be meeting with the new <br />attorney in the coming weeks and then she would also meet with all leadership staff after the new <br />Community Development Director comes on board. <br />2 <br />
