Resolution declared adopted. <br />HUOT The City Administrator reported that Pinot Properties has requested that <br />ADDITION consideration of the Development Agreement for the Huot Addition <br />located at the northwest corner of Little Canada Road and Edgerton Street <br />be tabled until the July 22, 2009 Council Meeting. The Administrator <br />reported that he would schedule this discussion item on that agenda. <br />EAST BROOKS/ The City Administrator reported that the City has received a petition from <br />ARKWRIGHT some of the property owners along Arkwright Street and Brooks Avenue <br />IMPROVEMENT East requesting the Council call a public hearing to consider the <br />reconstruction of those sri~eets. The Administrator reported that the <br />condition of these streets has deteriorated over the last couple of years. <br />The Administrator also noted the favorable bid prices received this year, <br />and the fact that the contractor will honor those bid prices for this work. <br />1'he Administrator reported that the City can change order an additional <br />25% of work, and the City Attorney has verified that this is acceptable <br />without having to go to bid. Based on the high percentage of property <br />owners signing the petition and the ability to change-order the work, the <br />City Engineer has prepared the feasibility study. <br />"I11e Administrator reported that the St. Paul Water Department owns <br />property abutting this property, and the City Engineer has estimated the <br />assessment to the Water Department. He noted that the city has assessed <br />abutting railroad property on other projects. The Administrator indicated <br />that the concern with the Water Department property would be benefits <br />received, but noted that the Water Department uses these streets for <br />access. <br />The Council raised the issue of the impact to the project should the Water <br />Department object to their assessment.
