MINUTES <br />CITY COUNCIL <br />JULY 8, 2009 <br />could be handled similar to single-frontage street projects, with the any <br />downward adjustment in the Water Department assessment coming from <br />the Infi•astructure Fund. The Administrator pointed out, however, that it is <br />his position that the Water Department properly would have benefit from <br />this project. The Council suggested that the City Administrator contact <br />the Water Department prior to the improvement hearing to discuss the <br />assessment. <br />Blesener indicated that he lives on Brooks Avenue East. He noted that he <br />did not initiate the petition, but when asked about how to approach the <br />City about improving the street, informed his neighbors of the petition <br />process. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2009-7--160 - DECLARING ADEQ UACY OF <br />PETITIONAND ORDERING THE CITY ENGINEER TO PREPARE <br />A FEASIBILITYREPORTFQR THE RECONSTRUCTION OF <br />ARKWRIGHT STREET AND BROOKS AVENUE EAST <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2009-7--161-RECEIVING FEASIBILITY <br />REPORT FOR THE RECONSTR UCTION OF ARKWRIGHT STREET <br />AND BROOKS AVENUE EAST AND CALLING AN IMPROVEMENT <br />HEARING FOR MONDAY, JULY 27, 2009 AT 6:30 P.M. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MILL & The City Administrator noted that given the City's ability to add up to an <br />OVERLAY additional 25% to 2009 Project costs, the City Engineer reviewed its <br />PROJECT pavement ratings as well as did visual inspection atld has reported that the <br />condition of Valento Lane, south of Allen Avenue, waa•rants a mill and <br />overlay at this time. Based on that recommendation, the City <br />Administrator suggested that City staff hold a neighborhood meeting with <br />the property owners along Valento Lane to discuss a mill and overlay. <br />The Administrator reported that City staff would then bring the results of <br />that meeting back to the Council for consideration.
