MINUTES <br />CITY COUNCIL <br />JULY 8, 2009 <br />done in-house, the auditing is more expensive, thus negating the savings <br />from having the report done in-house. <br />McGraw asked how the City's debt level compared to cities of similar <br />size. Moeller stated that the City does not have a lot of debt per capita. <br />The City Administrator indicated that Little Canada's debt is low and that <br />the City has not had airy General Obligation Debt since the Little Canada <br />Fire Station was built. The Administrator pointed out, however, that <br />Arden Hills has no debt. <br />With regard to the 2008 Budget balance, the City Administrator reported <br />that two of the primary reasons were that Little Canada received Local <br />Government Aid money as well as had significant building permit revenue <br />from the St. Jude Medical project. The Administrator noted that initially <br />LGA money was to be approximately $225,000, but the State wrallotted a <br />portion of these funds and Little Canada received about half its initial <br />allotment. The Administrator pointed out that these types of revenue are <br />one-time money, and the City did not want to program the dollars into its <br />operating budget. He noted that with the State's unallotment of LGA <br />dollars, cities that planned on these funds for operational costs are in <br />difficult positions. Moeller stated that agreed that the cities that did not <br />rely on LGA funds for operating costs are in much better shape than those <br />that did. <br />Blesener thanked the City Auditor and City staff for their work. The <br />Administrator noted that the Finance Director does an excellent job for the <br />City. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-7-ISI -ACCEPTING THE 2008 AUDIT <br />REPORT AS PRESENTED BY HLB TAUTGES REDPATH <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />WAIVER OF Tim Zarembinski, Little Canada Recreation Association, appeared before <br />10% PEE- the Council requesting a waiver of the City's 10% Gambling Fee on funds <br />LITTLE that LCRA is transferring from their General Fund to their Gambling <br />CANADA Fund. Zarembinski reported that the transfer is necessary in order to bring <br />RECREATION their gambling operation into compliance with State-imposed expense <br />ASSOCIATION limitations. Zarembinski reported that the State-wide smoking ban has <br />had a negative impact on many gambling establishments in the State. He <br />noted, however, that the bingo hall has been doing better since the first of <br />the year, and anticipated a more favorable income to expense ratio. Many <br />
