Name: Reconnecting Communities Pilot (RCP) Program Community Planning Grant Application <br />July 2024 <br />Page: 2 <br /> <br /> <br /> <br />Additional RCP Notes <br />• Funding award size = $2M maximum <br />• Awardees must provide at least a 20% matching share of the total project cost. <br />• Awards are typically announced 4-6 months after the deadline. <br />• The proposed project must address an “eligible facility,” which is defined as a highway or other <br />transportation facility that creates a barrier to community connectivity, including barriers to <br />mobility, access, or economic development, due to high speeds, grade separations, or other <br />design factors. <br />• Planning grants may be used to fund: <br />o Community engagement activities <br />o Planning studies to assess the feasibility of removing, retrofitting, or mitigating an <br />existing eligible facility to reconnect communities (for example: mobility, safety, <br />environmental and public health impacts etc.). <br />o Conceptual or preliminary engineering or design <br />o Other needs including land-us and zoning reform, transit-oriented development, <br />housing supply, among others. <br /> <br />Scope of Services <br />Our scope includes the development of an RCP Community Planning grant application and the <br />development of an associated project information handout. The application will request funding for <br />engineering, public engagement, planning, and environmental review associated with the proposed <br />pedestrian bridge over Interstate 35E and the surrounding sidewalk/trail system. The application will <br />build off the recently submitted Active Transportation Infrastructure Investment Program (ATIIP) and <br />includes the following support from the Bolton & Menk Transportation Funding Team. Our team will <br />provide the following application support: <br /> <br />Application Coordination Estimated Task Fee = $2,000 <br />The application team will coordinate and attend up to two meetings with city staff for a debrief of the <br />key goals, a transfer of knowledge that can help populate key points within the application, and a review <br />of application progress and needs to complete a competitive request. Bolton & Menk will also <br />coordinate with the U.S. DOT on any program-specific inquiries and draft letters of support and <br />necessary resolutions. <br /> <br />Narrative Estimated Task Fee = $6,000 <br />Bolton and Menk will draft an application narrative that competitively responds to the following criteria: <br />• Overview <br />• Location and Map <br />• Responses to Merit Criteria: Equity and Justice40; Access; Facility Suitability; Community <br />Engagement, and Community-based Stewardship, Management, and Partnerships; Equitable <br />Development; Climate Change Mitigation and/or Adaptation and Resilience; Workforce <br />Development and Economic Opportunity; and Planning Integration <br /> <br />Required Attachments and Submittal Estimated Task Fee = $1,500 <br />In addition to drafting and refining an application narrative, the team will also assist with the creation of <br />all necessary funding application submittal forms (such as the SF 424). This will include virtual assistance <br />with submitting the application to Valid Eval. <br />
