<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br />Sam Magureanu, Finance Director <br /> <br />DATE: August 28, 2024, City Council Workshop <br /> <br />RE: Preliminary Review of the Proposed 2025 Budget and Levy <br />(Public Works - Parks & Recreation - Utilities) <br /> <br />REQUESTED ACTION: <br />The purpose of this City Council workshop is to review the preliminary 2025 proposed General <br />Fund Operating Budget for Public Works, Parks & Recreation, and Utilities. The Council is asked <br />to provide feedback at this time and no additional action is required. <br /> <br />BACKGROUND: <br />The budget document is a planning and management tool for implementing the community's vision <br />as identified in the Comprehensive Plan and the City Council's Strategic Plan to ensure the ongoing <br />provision of consistent and cost-effective public services. <br /> <br />GENERAL FUND <br />As the primary operating fund for the City, the General Fund records all revenues and expenditures <br />that are not assigned to another fund and provides the resources to sustain the daily activities for <br />administrative and operating expenses for general government including public safety, public works, <br />recreation, and community development. The General Fund has more diverse revenue sources than <br />other funds, including property taxes, licenses, permits, fines and forfeits, intergovernmental revenue <br />(grants), service charges, and investment interest. <br /> <br />The General Fund budget is a comprehensive decision-making document based on current city <br />operations, services, and its policies and goals. The City Council is asked to provide feedback and <br />direction regarding the proposed preliminary budget to ensure that it meets Council goals, maintains <br />core services, and is sensitive to tax impacts for our businesses and local residents. <br /> <br />PUBLIC WORKS - The Public Works Department provides necessary services to residents, <br />businesses, and visitors by providing well-planned, cost-effective support that promotes public <br />health, personal safety, and economic vitality in a manner that preserves the City’s infrastructure for <br />future generations. It oversees the following departments: <br /> General City Engineering – Department #15 <br /> Streets – Department #31 <br /> Street Lighting – Department #33 <br /> City Garage – Department #35 <br /> Shade Tree – Department #71 <br /> <br />
