2.Insurance and Liability Needs – An increase of $100,380 has been budgeted as a <br />placeholder while City Administrators negotiate with Ramsey County staff in final costs. <br />3.Internal Service Fees – These are passthrough fees to the RCSO by County departments. <br />The Contract Communities pay a share of these fees. For 2025, budgeted fees increased by <br />11% or $55,010 from the 2024 budget. The total budget for 2025 is $560,135. <br />4.Staffing Requests – No staffing increases are recommended for the 2025 budget estimate. <br />This is because of the focus on contract negotiation, insurance and liability, and internal <br />service fees. <br />5.Delivery of Services – When compared to other communities, the cost per capita for the <br />Ramsey County Sheriff’s Office contract communities is $155. According to the RCSO, <br />this represents the lowest cost per resident when compared to 16 communities in the metro <br />area and surrounding communities. Little Canada’s cost per resident based on the 2020 <br />Census numbers for the 2025 budget is $186.31. The City of Little Canada’s share of the <br />contract cites budget is much higher due to the formula weight on calls for service. <br />A copy of the actual Budget from the Ramsey County Sheriff’s Office is included with the packet. <br />Other Police Expenditures Budget Changes <br />•$100,000 – Exploring Alternative Police Options. This revenue source was levied with the <br />2023 levy and included in the 2024 budget. It is expected that this item to be carried over <br />in the 2025 budget. There will be no levy impact in the 2025 budget since the funds are a <br />carryover from 2024. <br />•Dispatch 911 Service – a 4.41% increase or $3,454 from last year’s budget. <br />•One Time Public Safety Aid $471,123 – These funds are available to be used in 2024 or <br />2025. No expenditures have yet been identified for the use of these funds. There is not a <br />spend-by-date requirement in the law. However, the funds must be used to provide public <br />safety and cannot act as an ongoing reserve. Allowable uses named in the new law include: <br />o Community violence prevention. <br />o Community intervention programs. <br />o Community engagement. <br />o Mental health crisis responses. <br />o Victim services. <br />o Training programs. <br />o First responder wellness. <br />o Equipment related to fire, rescue, and emergency services. <br />o Other personnel or equipment costs.
