Gentlemen: IS Fourth Avenue S.E. St. Cloud. Minnesota 56501 251 7751 314 Oak St. Sauk Centre. Minnesota 36M 352,4664 We are submitting herewith a feasibility report on the proposed water improvement. We have discussed the proposal with the St. Paul Water Department as to the physical layout and they agree with the plan and can furnish the necessary water at reduced rates. We have also discussed the plan with Mr. Bob Sander who has said that it is financially feasible. Some time ago we submitted an outline of four possible financing arrangements. None of these are applicable to the matter at hand. A combination of revenue and assessments appears to -be the proper procedure. The bulk of the project would be financed by a surcharge'to the existing users and/or a tax levy. A smaller portion could be assessed against that property which is benefitted _by the installation of a new watermain (about 10% to 15%). We would recommend that the council schedule a work meeting to study the alternates and determine the policy. The next step would be to call for a public hearing for those people directly affected, '(i.e.) those on McMenemy and Desoto and Vanderbie since these are the routes in question.
