Minnesota 36M <br />352,4664 <br />We are submitting herewith a feasibility report on the proposed water <br />improvement. <br />We have discussed the proposal with the St. Paul Water Department as to <br />the physical layout and they agree with the plan and can furnish the <br />necessary water at reduced rates. <br />We have also discussed the plan with Mr. Bob Sander who has said that it <br />is financially feasible. <br />Some time ago we submitted an outline of four possible financing arrangements. <br />None of these are applicable to the matter at hand. A combination of revenue <br />and assessments appears to -be the proper procedure. The bulk of the project <br />would be financed by a surcharge'to the existing users and/or a tax levy. <br />A smaller portion could be assessed against that property which is benefitted <br />_by the installation of a new watermain (about 10% to 15%). We would recommend <br />that the council schedule a work meeting to study the alternates and determine <br />the policy. <br />The next step would be to call for a public hearing for those people directly <br />affected, '(i.e.) those on McMenemy and Desoto and Vanderbie since these are <br />the routes in question. <br />Following this, the council could then -proceed with plans, bids, etc., in con- <br />formance with the appropriate state statute. 4 <br />Yours truly, <br />MILNER W.
