MEMORANDUM <br />TO: <br />FROM: <br />DA TE : <br />RE: <br />BACKGROUND <br />urban planning • design <br />416 east hennepin avenue <br />minnesota 55414 <br />Little Canada Planning Commission <br />Brad Nielsen <br />17 October, 1978 <br />market research <br />minneapolis <br />(612) 379-4600 <br />William Stenger - Mini Storage Building - Special Use Permit <br />Mr. Stenger has applied for a special use permit to construct two mini storage <br />buildings on his property located south of County Rd. C on the west side of <br />Park Street (see location map attached). The buildings are to be used for the <br />purpose of small scale storage with limited office space also available. <br />The property in question is 35,000 square feet in area and is zoned B-2, General <br />Business. Primary access is by means of Park Street on the east and a private <br />driveway currently owned by Mr. Stenger on the west. Surrounding uses and <br />zoning are as follows: <br />north - Office buildings on the south side of County Rd. C, currently <br />owned by the applicant and zoned B-2. <br />east - Single family dwelling on the east side of Park Street, zoned R-1. <br />south - Fratalone Excavating, heavy equipment and materials storage, <br />industrial use but zoned B-2. <br />west - Auto body shop, zoned B-2 <br />ISSUES AND ANALYSIS <br />Upon review of the applicants request and drawings which were submitted, the <br />following issues are presented: <br />1 . The proposed mini storage is not specifically mentioned by the Little Canada <br />Zoning Ordinance as a permitted use in a B-2 District. Also, since the <br />applicant proposes to build two principle structures on one site, the only <br />way such a project can be allowed is by means of a planned unit development <br />special use permit. <br />2. The property slopes from east to west. Since the applicant proposes to cover <br />nearly all of the site with buildings or pavement, the City Engineer should <br />be requested to examine the plans for any possible impact this project might <br />have on the surrounding area.
