-DRAFT- <br />8 November 1977 <br />Section 11 GENERAL PROVISIONS <br />Subd. 9 REQUIRED BUFFERING, SCREENING AND LANDSCAPING <br />A. Where landscaping and/or screening is required by the City Council <br />under the provisions of this Ordinance, the person responsible for the <br />proposed actions must submit to the City a detailed landscaping plan, <br />identifying design, size, and type of all planting and/or screening <br />materials. <br />B . Performance Bond <br />1. The City shall be provided with a surety bond., cash escrow, <br />certificate of deposit, securities, or cash deposit prior to approval <br />of the landscaping plan or initiation of work on the proposed improve- <br />ment or development. Said security shall guaranty conformance <br />and compliance with the provisions of this section, and where <br />applicable, the conditions of the conditional use permit. <br />2. The security shall be in an amount to be determined by the City <br />Planner, but no less than one and one-half (1 1/2) times nor, <br />more than twice (2) the amount determined by the City Planner <br />for completion of the required screening and/or landscaping. <br />3. The security shall be in force for at least two (2) growing <br />seasons subsequent to the completion of the required landscaping <br />and to insure proper planting and growth. <br />C. The screening required herein shall consist of a solid fence or wall constructed <br />from masonry, brick, wood, and/or steel. Such fence or wall shall not exceed <br />eight (8) feet in height or be less than six (6) feet in height. Screening shall <br />not extend within fifteen (15) feet of any street and shall be placed along the <br />property line or in the case of screening along a street, fifteen (15) feet from <br />the street with landscaping (trees, shrubs, grass, and other planting) between <br />the screening and the boulevard. <br />D. Earth mounds, compact evergreen, or dense deciduous hedge five (5) to six <br />(6) feet in height, together with over and under story trees or other plantings <br />may be required in addition to or in lieu of screening. Where required, such <br />landscaping shall consist of the following: <br />1.
