MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2024 <br />ADOPT 2025 PRELIMINARY BUDGET & LEVY <br />The City Administrator explained the Council is asked to consider the 2025 preliminary budget and <br />levy. He explained that the city must adopt and certify the preliminary levy prior to September 30, <br />noting that after that time the levy may be decreased but could not be increased prior to the final <br />adoption in December. He stated that the Council will set the 2025 budget public hearing date tonight <br />along with setting the 2025 debt service levy at zero. He reviewed the purpose and objective of the <br />operating budget and explained how the Strategic Plan was used in creating the proposed budget. He <br />reviewed the 2025 budget calendar and explained how property tax dollars are distributed between the <br />different entities, as well as how the city spends the property tax dollars between its departments. He <br />presented the estimated city property tax levy for 2025, which would be an increase of 9.51 percent. <br />The Finance Director presented details on the tax rate and tax impact and summarized key impacts to <br />the property tax levy. He also provided details on the general fund expenditures and revenue. The <br />City Administrator reviewed some things that could be considered to reduce the levy. The Finance <br />Director encouraged residents to take advantage of property tax refunds. <br />Mayor Fischer recognized the amount of work and thought that goes into preparing the budget each <br />year. He stated that the Council has met multiple times prior to this meeting to discuss elements of the <br />budget and levy. He stated that this proposed increase is consistent with neighboring communities. <br />Kwapick stated that there are a number of properties being developed and built, which will increase the <br />tax base in future years to assist with deferring these costs. <br />The City Administrator explained that once a certificate of occupancy is filed to the County, that <br />property is added to the tax rolls one year after that time. He noted that there will be some properties <br />joining the tax roll in 2025 from development that occurred in 2023. He agreed that there is continued <br />development that will continue to increase the tax base in future years. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-9-100 — APPROVING THE 2025 PRELIMINAR Y LEVYA T <br />$5, 005, 686 (9.51 % INCREASE). <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-9-101— SETTING THE 2025 FINAL B UDGET PUBLIC <br />HEARING FOR DECEMBER 4, 2024 AT 7.30 P.M. <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5).
