MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2024 <br />RESOL UTION NO. 2024-9-102 — TO USE THE WA TER & SEWER CAPITAL <br />REPLACEMENT FUND 604 TO PAY FOR THE 2014A BONDS AND APPROVE THE <br />2025 BONDED DEBT TAX LE VY RED UCTIONS WHICH WILL RESULT IN ZERO <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ACCEPT PROPOSAL FOR SOLAR ON PUBLIC BUILDINGS GRANT PROGRAM <br />The Community Relations Manager stated that the city was notified in July that it was moving to the <br />second phase of the grant program application. She stated that staff issued a request for proposals <br />(RFP) and eight proposals were received. <br />The Public Works Director commented that the eight proposals were wide-ranging in terms of the <br />scope and cost of the projects. He reviewed the elements that were important to the city when <br />reviewing the proposals. He stated that ultimately the proposal from Apadana Energy was chosen. He <br />provided details on the anticipated funding the city hopes to receive which would lower the city <br />contribution. He stated that the roof would also be replaced as part of this project. <br />D. Miller asked about the amount of solar energy that would be used by the city versus what would go <br />back into the grid. The Public Works Director explained that for the system proposed, this would <br />supply a portion of the energy used by the city each month. He explained that this would then reduce <br />the overall cost of the city for energy but would not eliminate that cost or provide revenue. <br />T. Resolution declared adopted. <br />ACCEPT FINAL ULI TECHNICAL ADVISORY PANEL REPORT <br />The City Administrator explained that earlier this year the Urban Land Institute (ULI) took a deep dive <br />into three key areas in Little Canada. He noted that the Council was involved in that process and <br />received a presentation at a previous meeting. He stated that this is the final report of the information <br />in that presentation.. <br />Mayor Fischer stated that it is his understanding that this data can be used in future strategic planning <br />and City planning. The City Administrator noted that this data can also be used in the Comprehensive <br />Plan. He stated that some of these sites may have activity moving forward before the next version of <br />the Comprehensive Plan and therefore they may present small area plans. <br />3 <br />
