STAFF REPORT <br />TO: <br />FROM: <br />DATE: <br />RE: <br />Parks & Recreation Commission <br />Chris Heineman, City Administrator <br />Bryce Shearen, CPRE, Parks & Recreation Director <br />January 24, 2024 <br />Consider Purchase Agreement for 2884 and 2886 <br />Centerville Road <br />ACTION REQUESTED <br />The City Council is asked to consider a Motion to Approve a Purchase Agreemetn for the <br />acquisition of the property located at 2884 and 2886 Centerville Road. <br />BACKGROUND <br />Attached is a purchase agreement between JM LLC (“Sellers”) and the City of Little Canada, a <br />Minnesota Municipal Corporation (“Buyer”) for the acquisition of property located at 2884 and <br />2886 Centerville Road. This property has been under consideration for purchase by the City of <br />Little Canada for a number of years, and was one of the parcels contemplated as a location for <br />the new Public Works shop in 2015. <br />More recently, these parcels have been targeted for acquisition to accommodate potential <br />expansion and improvements to Pioneer Park. The site was discussed during the City Council’s <br />2022 Strategic Planning process. The City’s Strategic Plan established a practical vision for the <br />community and identified strategic directions to help achieve that vision. One of the strategic <br />directions that was identified is: <br />Maximizing our Assets to Catalyze Development - The City is attempting to continuously <br />keep the community vital and a great place to live. Efforts in development, <br />redevelopment, housing and amenities help keep the City economically healthy and <br />attractive. Efforts are aimed at replacing blight with development, increasing housing <br />opportunities, and adding to public amenities. (2022 Strategic Plan) <br />This strategic direction was an update from the 2019 Strategic Plan which also identified the <br />vision that the City would have a flexible gathering space(s) for the community. During Phase I <br />of the Pioneer Park planning process, these parcels were also identified for acquisition to be used <br />for a potential future ecommunity building. <br />At the December 2019 Parks & Recreation Commission Meeting, staff presented the potential <br />for adding a community building to accommodate approximately 125-150 people within the <br />existing footprint of Pioneer Park and presented a few examples from other local communities.
