<br />Source: 2022 Strategic Plan <br />The Parks & Recreation Commission supported the idea and recommended further research on <br />where the community building could be placed at Pioneer Park. <br />After considering several options, it was determined that 2884 and 2886 Centerville Road would <br />be the best location for a new community gathering space at Pioneer Park. The 2022 Strategic <br />Plan includes a strategic initiative related to the acquisition of these parcels, and this area was <br />designated as Phase 2 Master Plan Area in the Pioneer Park Master Plan. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />City staff has been in discussion with the property owner (Jerry Proulx) over the past ten months. <br />The property owner has expressed a willingness to sell this parcel to the City of Little Canada, <br />however, he has requested that the existing industrial building be retained for personal use for <br />seven (7) years through December 31, 2030 as a condition of the sale. The specific language <br />related to this lease-back is included in Section 35 of the Draft Purchase Agreement attached. <br />City Staff believes that this request can be accommodated. <br />A commercial appraisal was ordered by the City and conducted in September, 2023 by ComPro <br />Consultants, LLC for the property. Based on the appraisal, the as-is market value of the property <br />was determined to be $970,000. The property owner also has a verified offer in the amount of <br />$1.1 million for the property, and is currently asking $1,000,000 from the City of Little Canada <br />as a total purchase price for the property. There are currently sufficient funds available in the <br />Parkland Acquisition Fund (Fund 456) to be used for purchase of this property. <br />
