STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Steven Anderson, Parks and Recreation Director <br />DATE: August 14, 2024 <br />RE:Approve services quote from Lee Sports Surfacing LLC <br />ACTION TO BE CONSIDERED: <br />Motion to approve the services quote from Lee Sports Surfacing LLC for Spooner Park <br />Pickleball Conversion and Parks Court Resurfacing. <br />BACKGROUND: <br />Staff has allocated funds in the Capital Improvement Fund to ensure sport courts are repaired in a <br />timely manner for safe play. Thunderbay Park Basketball Court is due for resurfacing in 2024. <br />Rondeau Park is currently being reconstructed and requires resurfacing after the concrete base is <br />poured in 2024. Pioneer Park Basketball and Tennis Courts are due for resurfacing in 2024. <br />Pickleball is currently the fastest growing sport in the United States. The courts, which are <br />currently lined for both pickleball and tennis, are often heavily used with pickleball players. The <br />nets are at tennis height which does not meet the regulation height of pickleball nets. To meet <br />this demand, staff recommends converting the 2 tennis courts at Spooner Park into 6 permanent <br />pickleball courts. The interior fencing for the pickleball courts is recommended to be vinyl rather <br />than galvanized to offer a safer surface around play. Spooner Park is considered the most ideal <br />place to put these courts due to existing infrastructure, distance from residential housing and <br />placement lower in the park, reducing the effect wind has on play. To prevent displacing tennis <br />players in our community the courts at Pioneer Park would be turned from combination <br />pickleball/tennis courts to exclusive tennis court use. <br />We received 3 bids for the requested services listed above. Lee Sports Surfacing LLC was the <br />most affordable and can complete this work in 2024. Lee Sports Surfacing LLC is a local, Little <br />Canada company. The City has used Lee Sports Surfacing LLC previously for court resurfacing. <br />SOURCE OF FUNDS: <br />Funds will be used from the Capital Improvement Fund – Fund 400 to cover these projects <br />identified in Parks 79, Parks 81 and Parks 88. <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the quote from Lee Sports Surfacing LLC for the services outlined. <br />ATTACHMENTS: <br />Lee Sports Surfacing LLC Quote
