STAFF REPORT <br />TO:Chair Johnson and Members of the City Council <br />FROM:Corrin Wendell, AICP, Community Development Director <br />DATE:September 14, 2023 <br />RE:2040 Comprehensive Plan Amendment – Park Master Plan Map Amendment <br />ACTIONS TO BE CONSIDERED <br />To recommend approval for a 2040 Comprehensive Plan Amendment to update the Sidewalks <br />and Trails Map. <br />BACKGROUND <br />Creating an updated pedestrian trail and sidewalk map is a first-year action of the City’s 2022 <br />Strategic Plan under the strategic direction - Maximizing our Assets to Catalyze Development. As <br />a reminder, the intent of updating the sidewalk and trails map is for the document to serve as a <br />guide for future planning, development, and funding allocations. The updated map could also be <br />used when procuring potential grant funds that may be available. <br />At the January Parks & Recreation Commission meeting, staff provided the Commission with <br />the current sidewalk and trails map and asked the Commission to review the map and provide <br />any input on any potential gaps within the Little Canada trail and sidewalk system. <br />A map was available at the February Parks & Recreation Commission meeting for <br />Commissioners to provide comments and the Commission discussed potential gaps in the <br />existing sidewalk and trail system. <br />The Commission is asked to review the final draft map and provide any feedback or comments. <br />If the Commission supports the updated map, staff will be bringing it forward to the City Council <br />for approval at the October 11, 2023, City Council Meeting. <br />Attachments: <br />Existing Sidewalk and Trails Map <br />Proposed New Sidewalk and Trails Map - Draft <br />FINDINGS <br />Comprehensive Plan Requirements: <br />Minnesota state law requires that all communities within the seven-county Minneapolis-St. Paul <br />metropolitan area to update their Comprehensive Plans every 10 years.
