Comprehensive Plan is to establish the policies that guide the future physical and community <br />development of Little Canada. All land use decisions, including zoning, subdivision review, and <br />development controls, must be consistent with the Comprehensive Plan. <br />It is also a reference document for the Planning Commission and City Council when evaluating <br />private development projects. The Comprehensive Plan and all its amendments must reflect the <br />adopted regional policies in the Metropolitan Council's system and policy plans. Local planning <br />efforts are linked to the larger regional infrastructure of parks and trails, road networks, and <br />wastewater infrastructure, and the City's plan must conform to the regional vision. An amendment <br />to the Comprehensive Plan requires a recommendation from the Planning Commission following <br />a public hearing, and adoption of a resolution by the City Council. Adjacent communities and <br />impacted governmental agencies must be given up to 60 days to review and comment on the <br />proposed amendment before it can be reviewed and approved by the Metropolitan Council. <br />Impacted Agency Review Period: <br />Per Minnesota State Statute, municipalities proposing to amend their Comprehensive Plans must <br />allow impacted and adjacent governmental agencies 60 days to review and comment on the pro <br />posed amendment before it can be reviewed and approved by the Metropolitan Council. City staff <br />distributed the proposed amendment to neighboring communities and governmental agencies for <br />review and comment. The impacted agencies had 60 days or until September 18th, to submit <br />written comments. City staff received three comment letters from 3 communities. <br />Notification was sent to the following affected jurisdictions/agencies: <br />Public Comments: <br />At the time of writing this report, City staff has received some comments in the form of e-mails or <br />telephone calls from adjacent affected jurisdictions in regard to this update. A summary of <br />comments from the public include reflecting on-going updates to their parks and trails maps to be <br />in alignment with the City’s updated map. <br />Public Hearing: <br />A Comprehensive Plan Amendment requires a Public Hearing and the City Council will open the <br />hearing at their October 11, 2023 meeting to take comment from the public.
