Alternative parking lot edge designs that assist on-site <br />infiltration of surface water may be allowed by the City Engineer. <br />I. Surface Water Control and Curbing <br /> For any development except one- and two-unit residential buildings, townhouses and four-unit <br />residential buildings, the entire perimeter of any parking or loading area shall have concrete <br />curbing, as required above in sub-section (J)(10). Islands and peninsulas in such parking areas or <br />loading areas shall also have concrete curb. Flexibility in island and peninsula design may be <br />permitted as part of an overall drainage plan as approved by the City Engineer. <br /> Parking and loading areas shall be graded and drained in conformance with the approved surface <br />water management plan. <br />J. Bicycle Parking <br /> Bicycle parking is required in order to encourage utilitarian riding. <br />1. Secure bicycle locking hardware shall be provided near the building entrance but where it will <br />no cause conflicts with pedestrians; <br />2. This requirement applies to retail buildings larger than 10,000 square feet, office or industrial <br />buildings larger than 20,000 square feet, convenience stores, and convenience food restaurants. <br />915.180 Porches, Decks, Patios and Balconies <br />A. Features Less than 3 Feet Tall <br /> An uncovered porch, deck or patio not exceeding 1 foot in height is considered landscaping and <br />is not subject to setback requirements. <br />B. Front Porches: A covered front porch or a covered front stoop, with a lateral enclosure of not <br />more than a balustrade, may encroach into the front yard by up to 6 feet. Porches shall not be <br />allowed to become enclosed by walls. <br />C. Decks and balconies more than 1 foot above grade shall not extend over minimum side or rear <br />setback lines. However, encroachments into the front and rear yards setbacks are permitted as <br />follows: <br />1. Front yard setback: An encroachment is permitted into the front yard setback equal to 10 <br />percent of the minimum front setback required for the underlying zoning district. <br />2. Rear yard setback minimum: 30 feet. <br />915.190 Relocating Houses or Other Structures <br />A. The dwelling in its proposed location must be judged to be compatible with other adjacent <br />dwellings in terms of height and size. <br />B. The architectural features of the dwelling and any accessory structures must be judged to be <br />compatible with the architectural style and features of adjacent and nearby buildings. <br />C. Such features as porches, dormers, pillars and columns, window style, entrance location, and roof <br />pitch and style shall be considered when determining the appropriateness of the dwelling and any <br />accessory structure. This subsection is not intended to apply strict architectural standards; rather,
