STAFF REPORT TO:Chair Johnson and Members of the Planning Commission FROM:Corrin Wendell, AICP, Community Development Director DATE:January 11, 2024 RE:Text Amendment – Amending Chapters 904, 914, and 915 - Garage and Accessory Structures ACTIONS TO BE CONSIDERED To recommend approval of a Text Amendment to Chapters 904, 914, and 915 of the Zoning Code related to Garage and Accessory Structures. BACKGROUND To enhance the livability and functionality of our community, it is imperative to consider amendments to the zoning code that would allow for an expansion of garage areas within the city. Recognizing the evolving needs of residents, there is a growing demand for increased space for vehicle storage and other practical uses. By revisiting and adjusting the zoning regulations pertaining to garage sizes and configurations, we can better align our codes with the needs of our residents. Since 2020, the City has received numerous Conditional Use Permit applications requesting the allowance of up to 1,500 square feet for the combination of attached garages, detached garages, and accessory structures. It is with this common request that the City is looking at amending the Zoning Code to match the requests of its residents and provide more flexibility in garages and accessory structure sizes. At the Planning Commission meeting on December 14th, the Planning Commission discussed options for potential changes to the Garage and Accessory Structures sizes to accommodate resident needs and what is best for the City overall. With the input from that meeting, the following language is recommended: 1. The number of attached/detached garage and other accessory structures cannot exceed three per dwelling. 2. Each dwelling is permitted up to 1,500 square feet of attached/detached garage and other accessory structures. 3. Exterior Building Materials: The exterior color, design, and/or material shall be compatible with the principal structure.
