STAFF REPORT <br />TO:Chair Johnson and Members of the Planning Commission <br />FROM:Corrin Wendell, AICP, Community Development Director <br />DATE:January 11, 2024 <br />RE:Text Amendment – Amending Chapters 904, 914, and 915 - Garage and Accessory <br />Structures <br />ACTIONS TO BE CONSIDERED <br />To recommend approval of a Text Amendment to Chapters 904, 914, and 915 of the Zoning Code <br />related to Garage and Accessory Structures. <br />BACKGROUND <br />To enhance the livability and functionality of our community, it is imperative to consider <br />amendments to the zoning code that would allow for an expansion of garage areas within the city. <br />Recognizing the evolving needs of residents, there is a growing demand for increased space for <br />vehicle storage and other practical uses. By revisiting and adjusting the zoning regulations <br />pertaining to garage sizes and configurations, we can better align our codes with the needs of our <br />residents. Since 2020, the City has received numerous Conditional Use Permit applications <br />requesting the allowance of up to 1,500 square feet for the combination of attached garages, <br />detached garages, and accessory structures. It is with this common request that the City is looking <br />at amending the Zoning Code to match the requests of its residents and provide more flexibility in <br />garages and accessory structure sizes. <br />At the Planning Commission meeting on December 14th, the Planning Commission discussed <br />options for potential changes to the Garage and Accessory Structures sizes to accommodate <br />resident needs and what is best for the City overall. With the input from that meeting, the following <br />language is recommended: <br />1. The number of attached/detached garage and other accessory structures cannot exceed three per <br />dwelling. <br />2. Each dwelling is permitted up to 1,500 square feet of attached/detached garage and other <br />accessory structures. <br />3. Exterior Building Materials: The exterior color, design, and/or material shall be compatible with <br />the principal structure.
