As Vadnais Heights is the only surveyed community that has brought forth various elements to a <br />commission for consideration, staff has synthesized the recommendations approved at the Planning <br />Commission: <br />• City Council’s initial policy direction is to allow one retail operation per 12,500 residents <br />per State Statue <br />• For both schools and daycares/residential treatment facilities/public park etc. City Council’s <br />initial policy was to review 400’, which is utilized for their liquor licenses <br />• Recommending commercial (C-1.C-1A, C-2, C-2A, C-3), City Center (CC) (which already <br />allows retail uses as condition uses), and industrial zoning allowances: <br /> <br />Business Type Zoning Districts <br />C-1.C-1A, C-2, C-2A,C-3, CC <br />Zoning District <br />Industrial <br />Cannabis microbusiness X <br />Cannabis mezzobusiness X <br />Cannabis cultivator X <br />Cannabis manufacturer X <br />Cannabis retailer X <br />Cannabis wholesaler X <br />Cannabis transporter X <br />Cannabis testing facility X <br />Cannabis event organizer N/A N/A <br />Cannabis delivery service X X <br />Lower-potency hemp edible manufacturer X <br />Lower-potency hemp edible retailer X <br />Medical cannabis combination business X <br /> <br />Conclusion <br />Staff is looking to provide information to start conversations regarding zoning/land use and buffer <br />zones for various cannabis businesses.
