MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />10 <br />Commissioner Masrud commented that he does like having the option for a CUP, as that would <br />still provide room for exceptions. He referenced the numbers related to height and asked if there <br />could be an attached garage with living space above, such as a tuck under garage. He stated that <br />his home has living space below the garage. He asked if the height limit for a detached garage is <br />meant to prevent or accommodate living space above. <br /> <br />Commissioner Carlson-Clark asked if the height of a garage is measured from the highest point, <br />noting that his garage is taller in the front than it is in the back because of topography. <br /> <br />The Community Development Director explained how building height is calculated. She stated <br />that while they do not allow for accessory dwelling units (ADU), the proposed height would <br />allow for storage space above the garage. <br /> <br />Commissioner Masrud suggested using the language, whichever is higher rather than whichever <br />is less restrictive for clarifying purposes. <br /> <br />The Community Development Director stated that if there is a desire to allow ADUs in the <br />future, that would be a separate review of the zoning code. <br /> <br />Chair Johnson invited the public to provide input. <br /> <br />Obediah, 515 Viking Drive, agreed that using the word dwelling in number two causes <br />confusion. <br /> <br />Chair Johnson stated that perhaps the word aggregate would provide that clarity. <br /> <br />Obediah encouraged the Commission to recommend approval. <br /> <br /> Kulousek introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A TEXT AMENDMENT TO CHAPTERS <br />904, 914, AND 915 OF THE ZONING CODE RELATED TO GARAGE AND <br />ACCESSORY STRUCTURES, WITH THE OPTION TO INCLUDE THE ABILITY <br />TO APPLY FOR A CONDITIONAL USE PERMIT TO EXCEED 1,500 SQUARE <br />FEET AND WITH THE AMENDMENTS AS DISCUSSED <br /> <br /> The foregoing motion was duly seconded by Masrud. <br /> Ayes (8). Nays (0). Motion passed. <br /> <br /> <br />COMMISSION BUSINESS: ELECT VICE-CHAIR <br />Chair Johnson opened the floor for nominations for the position of Vice-Chair. <br />
