MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />9 <br />The Community Development Director commented that the aesthetic of the home would be up to <br />the builder, as long as allowed materials are used. She commented that the density of the city is <br />very important in order to meet the requirements of the Metropolitan Council. She stated that the <br />zoning standards are in place in order to meet those requirements. She stated that one home <br />would not be approved for a lot of this size in this zoning district. She confirmed that three lots <br />would not be consistent with the Comprehensive Plan. She stated that because the zoning <br />requirements are met through this application, there would not be findings to support denial. <br /> <br />Chair Johnson asked if the City would have influence over the builder in terms of attempting to <br />match the existing character of the neighborhood. <br /> <br />The Community Development Director stated that they could encourage the builder to look at the <br />neighborhood and attempt to match the design and character of the neighborhood, but stressed <br />that could not be a requirement. She stated that staff will review the building permits as they are <br />submitted. <br /> <br />Commissioner Thorson commented that the motion could be made to approve, and individual <br />opinions can be reflected in the vote. <br /> <br /> Thorson introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A MAJOR SUBDIVISION LOCATED AT <br />2395 EDGERTON STREET TO SUBDIVIDE THE LOT INTO FOUR PARCELS, <br />ENCOURAGING THE CHARACTER AND DESIGN OF THE HOMES TO MATCH <br />THE IMMEDIATE NEIGHBORHOOD <br /> <br /> The foregoing motion was duly seconded by Boe. <br /> Ayes (5). Nays (1) (Thorson). Abstained (2) (Lum and Masrud). Motion passed. <br /> <br /> <br />COMMISSION BUSINESS: TEXT AMENDMENT – AMENDING CHAPTERS 904, 914, <br />AND 915 – GARAGE AND ACCESSORY STRUCTURES <br />The Community Development Director stated that the intent tonight is to continue the previous <br />discussion the Commission had in December related to garage size. She reviewed background <br />information noting that there have been a lot of Conditional Use Permit (CUP) requests related to <br />the larger garage size and there was a desire to increase the allowed square footage outside of the <br />CUP process. She stated that using the input from the previous meeting she drafted ten proposed <br />text amendments and reviewed those with the Commission. <br /> <br />Commissioner Carlson-Clark asked for clarification on the second proposed amendment. It was <br />suggested that the language be amended to provide clarity as he interpreted that to state that a <br />property could have three dwellings. <br />
