MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />3 <br />Commissioner Thorson agreed that he would support that rather than having the business come <br />back every five years. <br /> <br /> Masrud introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A VARIANCE AMENDMENT <br />APPLICATION FOR 3354 RICE STREET TO CONTINUE ALLOWING THE USE <br />OF A SECOND MONUMENT SIGN FOR CARIBOU COFFEE INDEFINITELY, <br />OMITTING THE ABILITY TO USE ADDITIONAL SIGN SQUARE FOOTAGE <br /> <br /> The foregoing motion was duly seconded by Boe. <br /> Ayes (8). Nays (0). Motion passed. <br /> <br /> <br />COMMISSION BUSINESS: FINAL PLAT 3RD ADDITION – PIONEER COMMONS – <br />CASE #1427 <br />The Community Development Director presented a request for the final plat of 3rd Addition – <br />Pioneer Commons. She provided background on the 1st and 2nd additions for Pioneer Commons <br />noting that this would be the last of the three stages. She reviewed the phasing plan and overall <br />site plan for the development, noting that 76 units would be added through this last phase. She <br />provided an overview of the major subdivision requirements and confirmed that those <br />requirements are met by the proposed plans. She stated that this request was reviewed by the <br />Development Review Committee and coordinating agencies. She stated that the City Council <br />will hold a public hearing to consider this item at its January 24th meeting and asked that the <br />Commission consider the request tonight. <br /> <br />Chair Johnson invited the public to provide comments. <br /> <br />Karin Plessel, 3001 Vanderbie, commented that the drainage has not been installed in the <br />approved manner. She stated that the job manager told her that the southern property will drain <br />south, to her property, rather than north to the storm pond as planned. She asked that be <br />addressed to prevent additional water from draining to her property. <br /> <br />The Community Development Director commented that the entire site should be draining <br />towards the north because of the retaining wall. She commented that she can follow up with the <br />resident to ensure her concerns are addressed. <br /> <br />Commissioner Thorson asked for the timeline for phase three. <br /> <br />The Community Development Director commented that Lennar would most likely submit for <br />building permits next year for the third phase. She commented that the Watershed District does <br />visit the site weekly to ensure the plan is being followed in terms of drainage and water <br />management.
