MINUTES
PLANNING COMMISSION
MARCH 14, 2024

2
apply to new requests. She stated that if the signage were updated, the dimmer control would be
required to be installed.

Commissioner Carlson-Clark referenced the requirement of the sign to not face residential
property and asked for additional details.

The Community Development Director replied that the 50-foot setback along with the
requirement for the sign to be placed perpendicularly would ensure that there is not conflict
between a commercial sign and residential property, and would also make the sign visible to
traffic passing by.

Commissioner Masrud commented that there could be a situation in which a residential property
is next to commercial property, but the potential conflict would be mitigated by the other sign
limitations related to brightness.

Chair Johnson asked if there would need to be language that would exempt the existing signs,
using the dimmer requirement as an example.

The Community Development Director replied that language is not necessary noting that the
changes would be dated and signs prior to that time would become legal non-conforming, which
would mean they could continue to exist but if changes were made, the sign would need to be
updated to current standards.

It was noted that the word “minimum” should be added in front of “eight second hold time”.

Lum introduced the following motion:

RECOMMENDING THE APPROVAL OF A TEXT AMENDMENT TO THE
ZONING CODE CHAPTER 916 - SIGNS

The foregoing motion was duly seconded by Thorson.
Ayes (8).
