MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />2 <br /> Thorson introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A MINOR SUBDIVISION, LOT LINE <br />ADJUSTMENT LOCATED AT 2255 AND 2251 MCMENEMY STREET <br /> <br /> The foregoing motion was duly seconded by Boe-Schmidtz. <br /> Ayes (7). Nays (0). Motion passed. <br /> <br />PRESENTATION: RETAIL TRADE ANALYSIS – UNIVERSITY OF MINNESOTA <br />The Community Development Director commented that this program often completes this type <br />of analysis for cities. She stated that the last analysis was done six years ago. <br /> <br />Michael Darger, University of Minnesota, stated that he actually presented the analysis six years <br />ago as well. He explained how sales tax data is used to complete this analysis. He provided an <br />overview of the items noted to consider and other background information that would be helpful <br />to know when reviewing the findings. He then provided a summary of the report. <br /> <br />The Community Development Director explained how this information will be used for the City <br />in conjunction with other data, noting the work the City has been doing with ULI to identify the <br />highest and best use for City owned properties. <br /> <br />Mr. Darger continued to provide information to the Commission about the analysis and other <br />analysis that is available through different programs at the University of Minnesota. <br /> <br />Chair Johnson asked how cities use the information from this report. <br /> <br />Mr. Darger provided more information on the different extension programs. He stated that this is <br />an example of applied research, and his group does not follow up with education or facilitation <br />with the cities. <br /> <br />The Community Development Director commented that the City will compare this information <br />to the previous analysis and then determine if there are things that can be done through planning <br />to turn this data into action items. <br /> <br />REPORTS FROM STAFF <br /> <br />ANALYSIS OF BILLBOARD SIGNAGE:BENEFITS, CHALLENGES, AND <br />OPPORTUNITIES FOR CITY INVOLVEMENT <br />The Community Development Director provided background information related to sign <br />discussions that the Commission recently had involving dynamics signs and led to additional <br />sign discussion, including billboards. She stated that the sign code currently does not allow for <br />billboards and therefore the existing billboards became nonconforming. She stated that a <br />representative from Clear Channel recently met with the City Council to discuss digital
