MINUTES <br />PLANNING COMMISSION <br />DECEMBER 14, 2023 <br /> <br /> <br /> <br /> <br /> <br /> <br />3 <br />Chair Johnson stated that the proposal is in line with the idea the City has with a boulevard near <br />the street to create more walkability. She asked if the Flameburger building will be brand new. <br /> <br />Mr. Keenan explained that they will be repurposing the Yo Pizza building, rehabbing the <br />building so it will feel new. <br /> <br />Chair Johnson welcomed input from the public. <br /> <br />There were no public comments. <br /> <br />Chair Johnson invited the property owner to address the Commission. <br /> <br />Tom Duray, property owner, stated that he has acquired these properties over the years with the <br />intent to combine them and develop something that would fit the needs of the community. He <br />believed that this is that project. He provided a brief history on his acquisition of the properties <br />beginning in the 1980s and the tenants that he has had within. He stated that he has been <br />working with Reuter Walton for the past two years and believed that this is a good design that <br />fits the needs of the City. He commented that Flameburger is a popular business and provided <br />details on the land swap process with that business noting that they would completely remodel <br />the interior and exterior of the Yo Pizza building before the restaurant moves to the new location. <br />He recognized that this corner is currently an eyesore and believed that once this project is <br />completed it would be something the community will be proud of. He noted that they will have <br />sidewalk connections along both Rice and Demont in order to promote pedestrian activity. <br /> <br /> Thorson introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A ZONING MAP AMENDMENT AND <br />LOT COMBINATION TO REZONE FROM C-1, GENERAL COMMERCIAL <br />DISTRICT TO C-2, CORRIDOR MIXED DISTRICT <br /> <br /> The foregoing motion was duly seconded by Buesing. <br /> Ayes (7). Nays (0). Motion passed. <br /> <br /> <br />COMMISSIONER BUSINESS: LOT LINE ADJUSTMENT/MINOR SUBDIVISION – <br />2750 NOEL DRIVE – CASE #1426 <br />The Community Development Director presented a request for a lot line adjustment to create an <br />additional lot at 2750 Noel Drive. She stated that this would allow a future buyer to build a <br />single-family home on the newly created lot noting that there would be a requirement to <br />demolish the house or renovate the kitchen to comply with the setback and to deed right-of-way <br />for Noel Drive to the City. She believed that the Johnsons have chosen the option to renovate <br />the kitchen in the existing home. She provided additional details on the proposed lot dimensions
