MINUTES <br />PLANNING COMMISSION <br />DECEMBER 14, 2023 <br /> <br /> <br /> <br /> <br /> <br /> <br />4 <br />and stated that each of the parcels would meet the minimum zoning requirements. She stated <br />that the City Council will be holding a public hearing at its meeting the following week. <br /> <br />Commissioner Carlson-Clark asked if there are currently two homes. <br /> <br />Erin Johnson, representing the applicant, stated that the property has been in the Johnson family <br />for many decades. She stated that her father in-law passed away in 2022 and her mother in-law <br />has been moved to a nursing home. She explained that the division of the property and sale of <br />the land would assist in funding for the nursing home costs. She stated they will be selling each <br />parcel of land one year at a time in order to phase construction and ensure the homes will fit into <br />the existing neighborhood. She commented that these will be big lots with beautiful trees. She <br />stated that they had already torn down the business garage that was on the property which was in <br />disrepair. <br /> <br />Chair Johnson asked what would happen if the kitchen were not addressed. <br /> <br />The Community Development Director explained that the City would have recourse to address <br />that if it were not done as it is a condition of approval. She stated that because the home was <br />built prior to 1980, the setback to be met would be five feet rather than 7.5 feet. <br /> <br />Chair Johnson asked the timeline for the kitchen rehab. <br /> <br />The Community Development Director referenced the plan for the property owners to sell one <br />lot per year, noting that will allow the applicant time to complete the rehab on the kitchen. <br /> <br />Mrs. Johnson stated that they do not plan on selling the lot adjacent to the home until the kitchen <br />remodeling is done. She provided additional details on the planned remodeling, noting that they <br />are hoping to start in the spring. <br /> <br /> Kulousek introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A MINOR SUBDIVISION, LOT LINE <br />ADJUSTMENT LCOATED AT 2750 NOEL DRIVE, PID 05-29-22-31-0079 AND PID <br />05-29-22-34-0049 <br /> <br /> The foregoing motion was duly seconded by Thorson. <br /> Ayes (7). Nays (0). Motion passed. <br /> <br /> <br />REPORTS FROM STAFF: TEXT AMENDMENT DISCUSSION – ACCESSORY <br />STRUCTURES AND GARAGES <br />The Community Development Director stated that the intention tonight is to have a discussion <br />related to accessory structures and garages. She stated that they have been noticing different
