- It was asked if the city council could force the project to be done against the <br />neighborhood's wishes. The City Administrator stated that the Council has never <br />acted that way. He added that this year a couple of the streets were close to <br />saying no but the Council worked with them and waited to make a decision based <br />on the bid prices received. Once the prices were known the residents and <br />Council were on board. <br />- There was a comment that the residents of Valento north of Allen do not have to <br />pay for this project even though they use the stretch of road south of Allen. The <br />City Administrator replied that they will have their section upgraded within five <br />years and will have to pay at that time. <br />- A resident stated that she had hired a concrete contractor to do some driveway <br />and sidewalk work and wanted to make sure the contractor didn't interfere with <br />the street project. Mr. Elfering stated that the project would likely not start until <br />late August or early September. <br />- A resident asked if there would be any yard disturbance. Mr. Elfering stated that <br />there would only be minimal disturbance on the backside of curb that was <br />repaired. The affected area would only be about a foot or so into the yard. <br />- A resident sought clarification on the street being disrupted for two weeks. Mr. <br />Elfering explained the process and mentioned that the street will always have a <br />hard, paved surface on it and that driveways would always be accessible unless <br />the curb was replaced in front of a driveway. He said there would be different <br />contractors doing different things along various parts of the street but it would <br />never be too invasive. <br />- A resident commented that the short time frame affects his ability to save money <br />to pay the full assessment prior to the deadline. Had it been a normal timeline he <br />would have had plenty of notice to begin saving. The City Administrator stated <br />that he would look into some options to ri~y and extend the timeframe before the <br />payment was due but he wasn't optimistic. <br />- It was asked if there was a warranty on the work. Mr. Elfering answered that <br />there was aone-year warranty on the work plus some statutory protections for <br />another year on the work. The City Administrator added that Schifsky has done a <br />lot of work in the city over the past few years and has done a nice job with no <br />major problems in that time. Mr. Elfering added that mill and overlay jobs do not <br />require deep excavation and that is usually where the major problems occur. <br />- A resident asked how much advance warning they would have for the start of <br />construction. Mr. Elfering replied that he would talk to the contractor once the <br />project was approved and get a schedule. Once he knew that schedule he would <br />notify the residents. <br />
