be around $60 per frontage foot. The mill and overlay project is around $ 15.37 <br />per frontage foot. <br />- A resident asked if the new street will last long. Mr. Elfering answered that it <br />would last about seventeen to eighteen years and then another mill and overlay <br />could be done. <br />- A question was posed regarding the possibility of the school bus companies <br />being assessed for some of the work since they are on the street twice a day five <br />days a week. The City Administrator replied that there was no legal recourse to <br />assess the school bus companies. Only abutting property owners can be assessed <br />on a street project. <br />- A resident inquired about the possibility of adding speed bumps or other traffic <br />calming devices to slow down cars that speed along Valento Road. There were <br />also comments about reducing the speed limit on the street. The City <br />Administrator replied that the speed limit would likely not change even if a study <br />was requested. MN/Dot has to perform the study and make the decision on a <br />speed limit change. In some cases in the past the speed limit was actually <br />increased. The City Administrator further noted that starting in a few months <br />traffic patrol deputies will be able to use administrative citations, which will <br />allow them to ticket motorists who are exceeding the speed limit by less than ten <br />mph. He added that the traffic officers are looking forward to using this new <br />tool, especially on neighborhood streets. Mr. Elfering commented on the <br />possibility of speed bumps. He stated that there are conflicting reports on <br />whether they actually work or if drivers drive faster on the back side of the bump <br />to make up for the lost time going over it. He also stated that snow plowing <br />operations are affected by the bumps and that the plows would likely damage the <br />bumps each winter. <br />- A resident asked if the neighborhood chose not to do the project this year when <br />would it have to be done. Mr. Elfering replied that if it weren't done this year or <br />next year it would have to be done in 2011. Mill and overlays are time-sensitive. <br />The longer we wait the more damage water can do to the road. Eventually the <br />street will be too far gone for a mill and overlay and full reconstruction will be <br />required at a much steeper price. <br />- It was asked if there would be any sewer repairs. Mr. Elfering stated that we <br />have a video of the entire sewer system and would review it and make sure no <br />repairs were necessary. The City Administrator added that we have the ability to <br />line sewer systems and cause no damage to the road surface. <br />- A resident asked if the street would be sealcoated after the overlay and when it <br />would occur. The City Administrator answered that it would be seal coated three <br />years after the overlay and then five-to-seven years after that. <br />
