<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Steven Anderson, Parks and Recreation Director <br /> DATE: October 9, 2024 <br /> RE: Veterans Memorial Bubbler System Replacement <br /> <br /> <br />ACTION REQUESTED <br />Motion to authorize 2025 Veterans Memorial bubbler system replacement project. <br /> <br />BACKGROUND <br />On June 9, 2014, a groundbreaking ceremony for Phase I was held at the park site and the area <br />was named “Little Canada Veterans Memorial Park.” Construction of the memorial commenced, <br />with several local organizations and residents joining together to provide their services. On <br />Veterans Day, November 11, 2014, with work on Phase I completed, the park was dedicated. <br /> <br />On June 14, 2017, a dedication ceremony was held for the work completed in phase II, which <br />included a Freedom Wall, War Dog Memorial, and a Remembrance area to recognize local <br />Veterans Killed in Action. Part of Phase II’s work was the installation of a bubbler system. <br /> <br /> <br />In 2021 the original bubbler system began to fail, and the city looked at 2 different concepts for <br />replacement (see attachment). Ultimately, the PVC option was selected for installation. Since <br />installation this system has failed multiple times, and the unit has been shut off since 2023. <br />Runoff from the bubbler is not being contained and is beginning to push the large wall blocks out <br />from their placement. The city has worked with industry professionals and maintenance staff to <br />identify 2 options for replacement. These options were brought before the Parks and Recreation <br />Commission on October 3, 2024: <br />
