Option 1 - Full replacement of the bubbler system basin by a contractor to include:
• Full replacement of current basin/water collection system to a concrete system
• Quoted project in 2024 was $20,509
• Funds would be put into 2025 CIP to pay for this project
• Future maintenance would still be a concern

Option 2 - Remove bubbler system and replace with landscaping and plants
• City maintenance staff would remove bubbler system and replace with landscaping
• Cost would be minimal
• Landscaping maintenance would be added to Veterans Memorial Park Maintenance
Standards

After review and discussion, the Parks and Recreation Commission has recommended Option 1 –
full replacement of the bubbler system basin by a contractor. The commission believes that there
was intentionality by the Veterans Memorial Committee when they chose to put in the bubbler
system and would like to continue to honor this vision. They have also recommended adding
lighting to the south side of the memorial to emphasize the bubblers and wording on the
memorial.

The new bubbler system basin would look similar to the concrete option presented in 2021.
Industry professionals and staff believe this option has a high chance of success to hold or
displace water as it should, but there is always the chance something could fail again in the
future.

Funding for this project would be put into the 2025 CIP to include:
• $21,000 for bubbler system basin installation
• $1,000 for recommended lighting

STAFF RECOMMENDATION
Authorize 2025 Veterans Memorial bubbler system replacement project.

ATTACHMENTS
• Bubbler Upgrade Options 2021
