See the landscaping section of this analysis for details on the addition of new <br />trees and vegetation. <br /> <br />Soil: Defer to the City Engineer and/or the Watershed District for comment. <br /> <br />Items to be Addressed: Any comments or concerns from the City Engineer and/or Ramsey-Washington <br />Metro Watershed District should be addressed <br /> <br />Building Location and Site Arrangement <br />Staff have no concerns with the general building location and site arrangement, provided that the <br />requested deviations for setbacks are approved as discussed in the “Area, Width, Height, Setbacks” <br />section of this review as well as in “Parking, Loading”. <br /> <br />Items to be Addressed: None. <br /> <br />Parking, Loading <br />The proposal for off-street parking includes an underground parking garage with 115 spaces and a surface <br />lot with 122 spaces. Additionally, the Flameburger site has seventeen (17) spaces along Rice and twenty- <br />four (24) dedicated spaces in the larger off-street lot. Per City parking standards, this allows the restaurant <br />to have up to 135 seats for patrons. <br /> <br />As shown in Table 5, the Applicant is requesting a deviation in the number of parking spaces provided for <br />the apartment building. <br /> <br />Table 5.
