Proposed Site Plan <br /> <br />The Planning Commission and City Council reviewed a conceptual version of this proposal as part of a <br />rezoning and lot combination case in December 2023. A public hearing was held, and the requests <br />were approved at the December 20, 2023, City Council meeting. The proposal has not changed in site <br />arrangement, height, density, or appearance since these approvals were granted. <br /> <br />At their October 10, 2024, meeting, the Planning Commission unanimously recommended approval of <br />the application. <br /> <br />Please review the attached Planning Analysis Memo which is a comprehensive overview of the request <br />and review of the submitted site plan. The memo contains specific details and information relevant to <br />your considerations in the review of this application. Additionally, please review the City Engineer’s <br />memo and the applicant’s application. <br /> <br />Outside Agency Review <br />The applicant has received conditional approval from the Ramsey-Washington Metro Watershed <br />District. The applicant is in contact with Ramsey County regarding improvements and access on Rice <br />Street. They received conceptual approval last year for their proposed ROW improvements. Staff are <br />waiting to hear from the County that details surrounding the proposed median have been formally <br />approved by the County. <br /> <br /> <br />Items for the City Council’s Consideration <br />Easement Vacations and Preliminary/Final Plat <br />Provided that the City Council approves the PUD Overlay District, Staff are supportive of the <br />Easement Vacations and Preliminary/Final plat requests. <br />
